FastStone Image Viewer can not only display pictures but also edit them. The application has a nice straightforward interface that allows browsing folders and their contents just as you do in Windows Explorer. Moreover, while you explore a given location, you can preview thumbnails of the images it contains. Luckily, there seems to be no limits to the types of image formats supported and the tool allows previewing some video formats as well. In addition, you can also create pictures from scratch as well as import images from the scanner or a screenshot program.
The possibility of visualizing images in the blink of an eye is one of the main assets of this program. After all, that is the main reason behind using an image viewer. However, you can also use this tool for editing pictures. So, besides very basic operations as cropping, rotating and resizing, it also supports applying filters and effects as well as adding borders and watermarks. But not only that, it can also rename and change the timestamps of picture batches. And as the utility supports innumerable formats, it can conveniently be used to convert images to a different format.
